  GUI: add functions for disabling processing events about mapset content changes in datacatalog (#6369)

This change is specifically done for Tangible Landscape plugin, I need to programatically disable processing watchdog events and restart again. It could be done in different places, this approach only removes the bindings, watchdog itself is still running. I didn't expose this anywhere in the GUI itself.
