  doc: Add fair-software.eu badge to README (#7856)

GRASS meets all five fair-software.eu recommendations, so the README now can carry the green badge.

Verified with howfairis 0.15.0: open repository, GPL license, the conda-forge registry, CITATION.cff and Zenodo badge (one would be enough), and the OpenSSF Best Practices checklist.
