  contributing: Add an AGENTS.md file (#1768)

This adds a file with instructions for AI coding agents which mainly tries to link to the main repo. CONTRIBUTING.md now mentions the AGENTS.md file and new .claude/CLAUDE.md links AGENTS.md explicitly because that still seems to be needed to get Claude Code to pick it up without user input.

The specific wording comes mostly from Claude Code with Opus 4.8.
