  docs: add lastmod to libpython sitemap entries (#7786)

* docs: add lastmod to libpython sitemap entries

Set sitemap_show_lastmod so sphinx-sitemap emits <lastmod> from git dates.

* docs: drop viewcode source pages and py-modindex from the sitemap

Low search value and no datable source; they stay reachable via the API pages.

* Added hook to give apidocs accurate per-module dates

* Bandit issue 'Starting a process with a partial executable path #1131'
