  lib/ogsf: Fix compilation with MSVC (#8068)

Include `windows.h` before `GL/gl.h`. This fixes compilation with
MSVC. Indeed, with MSVC, `GL/gl.h` relies on macros being defined by
`windows.h`.

For example:
```
GL/gl.h(1157): error C2054: expected '(' to follow 'WINGDIAPI'
```
