  docker: Update to Ubuntu 26.04 and related dependencies (#7921)

* docker: Update to Ubuntu 26.04 and related dependencies

- update to Ubuntu 26.04
- update related dependencies
- made the stage fully self-contained by shifting definitions (tested on podman)

* re-sync

* drop docker/ubuntu_wxgui/Dockerfile

* updated to WXPYTHON_VERSION=4.3.1 and ubuntu2604
