  contributing: Define the SPDX copyright header convention (#7749)

Defines the SPDX copyright header convention (which is already to most of the source files).

* The style guide templates now use SPDX tags.
* g.parser with the --script parameter now generates the new header, with the documentation updated to match and a test for the generated header.

Other changes:

* Removes utils/copywrite.pl, which is unused and non-functional.
* Catches up on intentionally excluded header changes in the affected files.

Since the meaning of the "collective" author (GRASS Development Team) is unchanged, COPYING file is unchanged.

The decision to use SPDX was made during GRASS Community Meeting 2026 in San Michele all'Adige.
