Trouble with v.in.arc

Hello GRASS users:

     The ABSOLUTE fastest way (and free!) is to get the GRASS 4.0 manual
from the moon.cecer.army.mil machine across internet using anonymous ftp.

     The manual is under docs (as I recall), and exists as a number of files
with names of the form section* .

     Hope this info is helpful.
