grass integer format

The format of grass integers is indicated in the header file in ...../cellhd
Add 1 to the "format" to get the number of bytes.  This is explained in the
programmers manual.  The internal representation, however, is a portable
"grass"
format - but that only becomes a problem for -ve numbers I think.
