v.rectify ????

Has anyone made a program which enables to rectify vector maps ?
I have some maps which are from the same area but the digitizing is made 
poorly (at least the control points). I don't like to convert those into
raster format, but i'd like like to rectify those in vector format.

Has anyone done programs v.points and v.rectify ? or is it possible to
make this with some other programs ?
