extra libraries in gmake files

Where is the best place to specify extra libraries to be linked during
loadtime in a Gmakefile?  I tried using LDFLAGS, but that puts the library
name too early.  Should this be EXTRA_CFLAGS - except that I am looking for
loader, not compiler options ...
