[Ticket #3721] GRASS list management

I second Jazzman's comments, for the most part.  I think one list
would be fine now but I think it's important to let folks know
via automated response that they can't post unless they are 
subscribed & how to do so.  This would also be helpful as a 
reminder to those of us who sometimes post from an account other
than that through which we are subscribed, so we would know we 
need to repost the message from the correct account.
