[GRASS5] Addition to Makefile

Hello all

As Markus requested, the "make bindist" will now check if the grass5
script in the install directory is older than the grass5 script in the
local compilation directory, and warn the user that they may want to do
"make install" first. To do this reqwuired an addition of a new program
in src/general/init called getModTime. Thus, in order to use "make
bindist", you need to update src/general/init, compile it, and then run
"make install" to install the new program. Then "make bindist" will work
properly.

As always any comments or suggestions are welcome.
