[GRASS5] grass and lock files

Using the standard autoconf options, this should be 
overridable with the --localstatedir option:

  --localstatedir=DIR     modifiable single-machine data in DIR [PREFIX/var]

Teaching the Gmakefiles to recognize this option,  
however, may take some hacking.
