[GRASS5] further modules added

Hi again,

I have added futher vector modules to the repository
from NRCS section in GRASS 4.x:

v.in.atlas  - to talk to ATLAS GIS
v.out.atlas
v.out.mif
v.out.mapinfo (hi Rich! - needs to be updated to latest Mapinfo format)

The v.rmdup I have slightly updated, now it compiles.

You are welcome to improve the recently added modules.
Moste of them are not added to src/CMD/lists/GRASS as
they should be tested first.

For testing convenience I have added $(MAKEALL) to
src/mapdev/Gmakefile.
Just go there and run "gmake5" to run through the directory tree.

On my Linux box all vector modules compile.
Please write changes directly into the CVS.
