[GRASS5] Gmakefile guru wanted for html/Gmakefile

Dear all,

to get the MAN generating running from HTML, a
 Gmakefile guru is wanted for html/Gmakefile.

An approch is checked in, but it is not running yet.
The idea (after useful correspondence with Eric Mitchell)

 - copy the html pages to $GISBASE/html
 - generate the MAN files within the sources
 - using the timestamp compare function of make to generate
   only missing/changed MAN pages from HTML
 - copy the man/cat stuff to it's final location in
   $GISBASE/man as usual for g.manual

This should speed up the process comparing to the interim
version active last week.

I would be glad to get this running for 5.0stable. Unfortunately
I am not very familiar with Gmakefiles of this level (a bit
more complex than common Gmakefiles). So help is desired :-)
