[GRASS5] next_step: proposal to remove

Hi all,

to get the make process little more common I propose
to remove the 
  src/CMD/next_step/*
when invoking
  make install

Then compilation always starts from the beginning. The reason for
this change is to minimize difficulties for new users in case of 
library changes: now they would have to remove the next_step file 
manually. As the computers are quite fast nowadays it doesn't matter
if the compilers hunts through all the directories.

I would add
rm src/CMD/next_step/*

into Makefile/do-install: section. 
This is not very elegant, but the make process is subject to change 
soon anyway.

If there are no objections, I will upload to CVS later.
