[GRASS5] grass-sites

I very much agree with Andreas - please keep the ascii site format
in GRASS. We had an extensive discussion about exactly the same
issue - whether to keep ascii sites or get rid of it and keep 
site data within vector format. The overall conclusion of that 
discussion was to keep the ascii sites because of the same
reasons as Andreas cites here. Darrel extended the format,
but, unfortunatelly, the GRASS was shut down at CERL before we
were able to finish the work on the new sites format - so that's
why there are still things that do not work properly, it is similar
as with the floating point (although that seems to be in a pretty
good shape now), nviz and all the volume modules.
