[GRASS5] NVIZ2.2 configure

Hi GRASS,

I removed NVIZ2.2 configure script.  This means that PostgreSQL support is
enabled by global configure settings.  Try new Gmakefile and if you have
some problems with it, let me know.  Otherwise I'll remove 'configure' part from
README* files.
