[GRASS5] configure: added search for PostgreSQL libs and includes

Hi all,

I have added search for PostgreSQL libs and includes to
 - configure
 - src/CMD/head/head.in
 - src/includeconfig.h.in
 - NVIZ configure and Gmakefiles

Please re-run "configure".

Hope it's working o.k.
