[GRASS5] configure checks, fortran, static libraries

It was added with the idea that it would/could be used for modules with
providing postgresql functionality.  I was asked to make postgres=yes,
the default.  The NVIZ script/build hack should prevent building a
broken version (guess it doesn't ?).
