[GRASS5] GRASS stable/exp branches

Hi again,

I have revised the 
src/CMD/lists/GRASS

commented a few modules and added several comments. Others
will have to go through and comment the comments...

Later we use this list to create the release branch (or how
it will be called) from it to get out the 5.0stable.

So, please have a look at above file.
