[GRASS5] GRASS stable/exp branches

OK, but since we have been calling the release branch the stable branch,
I would suggest not using the word "stable" to refer to the MAIN branch
with new features, it could cause confusion.

And I agree with your other comments. Now we need to determine a tagging
methodology. However, I feel others on this list are more qualified for
that than I am. I'm not sure what would work best in different
situations.
