[GRASS5] Makefile change

Hello all

Since two people have indicated a desire to remove the confirmation step
if you compile Grass as root, and no one has indicated that they want it
kept, I have removed the confirmation from Makefile.in and made a short
note in INSTALL that warns that compilation should not be performed as
root.

Note that I made a few other changes to INSTALL as well
