Subject: v.llabel and v.alabel don't write dig_cats file

grass downloaded at: CVS Server, Germany
grass binary for platform: I compiled the sources myself
grass sources source: yes, I am using the latest GRASS from CVS

v.llabel and v.alabel don't write dig_cats file

This makes the modules partly useless (e.g. to satisfy the
v.to.sites which wants a cats file).
