GRASS does allow to create lat-log locations. Be sure not to
mix the notation:

Either decimal degree:  -1.167  38.0    (Murcia, Spain)
Or sexagesimal degree: 1:10:0W  38:0:0N

Letters a : only in sexagesimal degree notation.
