[GRASS5] Let's release GRASS 5 pre3

Hi developers,

today is the suggested wednesday for tagging and release of GRASS 5.0pre3
source code.

... yes, see RT.

However, we don't get all things fixed now and the merge back to
the main branch in CVS is urgently needed to procees with 5.1
and the stable 5.0.

Therefore I'll tag 5.0pre3 later today if there are no objections.
