[GRASS5] v.to.pg module

Hi,

this module is for exporting areas/lines to Postgres internal 'polygon' and
'open path' formats. It creates a new table in Postgres database.
On about 7,000 polys coverage, the new table was
about 20 Mb. Please see the html file for parameters and flags description.
