That should be no problem. Which priorities should offered? They
will be shown in RT as values from 00 to 99, so I think, selection
of initial priorities may look like this:

10 - unimportant
20
30 - normal
40
50 - important
60
70 - severe
80
90 - critical/security bug

(maybe there could be better descriptions, this is just an idea)

That's no problem.

That's right, but adding priorities to the report form is no problem.
