[GRASS5] v.in.ogr type

Now it is possible to change output line types in v.in.ogr by a new option 'type'. 
This can reduce TIGER import to one command, e.g.
v.in.ogr dsn=input/2000/56015/ layer=CompleteChain,PIP 
         output=t56015_all type=boundary,centroid snap=-1

However v.in.ogr is using more cleaning procedures than it is necessary 
for clean data like TIGER, so v.in.ogr witout '-c' is good for lazy people with
fast computer, v.in.ogr -c + v.clean tool=chdangle,chbridge thresh=-1
remains better option for clever people in hurry.
