[GRASS5] Preparing 5.0.3 release

This was so these modules would honour the MASK in force as well as using
a mask set by the 'maskmap' command-line paramter. It could be considered
a bugfix but I suppose it changes the functionality slightly so maybe it
should wait.

I think r.resamp.rst should be re-enabled in the compilation list as I
fixed a major null handling-related bug in it.

This is not a bugfix and should not change the output of the command, so
there shouldn't be a problem, but it is a major change so it should wait.
