[GRASS5] Tcl8.4 support?

As far as I know, the CVS HEAD (upcoming 5.3.0) supports tcl8.4.
If the relevant patches would be isolated...
NVIZ has been heavily improved in CVS HEAD, which makes things
difficult to compare.
