[GRASS5] d.barscale, d.grid minor changes

Hi,

two minor changes:
d.barscale: -t prints the scale text on top rather than
               to the right
            -f is fixed, now works

d.grid: - optionally a simple colored border with
          distance tick marks can be printed at the map 
          border
        - grid and border ticks can be switched on/off
          as desired by the user.
        Due to the restrictions of the display system
        the border ticks are not looking exciting yet. Also
        I observed the bug that, depending on the
        aspect/height ratio of the GRASS monitor either
        the bottom line or right line which surrounds the
        map when using the border ticks is not visible.
        Maybe my fault, maybe a 1 pixel offset somewhere in
        the display driver?
