[GRASS5] v.out.ascii: Segmentation fault

The scripts in /gui/tcltkgrass/script can be removed. In fact the whole
tcltkgrass directory tree in GRASS 5.7 can be removed I think.

The r.*.rules scripts are there because the autogenerated tcltk dialogs for
the commands do not permit them to operate in interactive "rules" mode. If
this were changed, these could also be ditched.
