[GRASS5] 5.4.0 Announcement

Hello everyone
I have updated the website to announce 5.4.0 but I haven't done the 
release announcement yet. I thought it might be an idea to do a proper 
press release like was done for the stable 5.0.0 release etc. There hasn't 
been a stable release for a year.

I am a bit busy to do it now but maybe somebody could make a start. The 
5.3.0 release announcement (together with the 5.0.0 press release) would 
be a good start because a lot of the new functionality described there
should be mentioned. These documents are in the 
http://grass.itc.it/announces/ directory.
