[GRASS5] [bug #2739] (grass) put man page DESCRIPTION higher

Looking at e.g., v.label.html, isn't it a pain to have to scroll so
far down before one sees the DESCRIPTION section? Try "man
cat". Notice how the option usage follows DESCRIPTION, not precedes.
