Subject: v.to.db: check the database connection *first*

grass obtained from: CVS
grass binary for platform: Compiled from Sources
GRASS Version: cvs 23.08.05

Currently v.to.db checks the database connection in the final stage, after sometimes a very long activity. It should do it at startup, so the user doesn't waste his time waiting half an hour for the error message.
