[GRASS5] SUBMITTING and SUBMITTING_SCRIPTS

Hi,

I have separated out scripts programming from C programming coding
style to easier redirect people:

In the source code package we have now in the main source
code directory:
- SUBMITTING: talking about C programming
- SUBMITTING_SCRIPTS: talking about script programming

The latter needs to be extended. Please do so or send
patches.
