[GRASS5] setting the initial region

It tells GRASS that it is ok to overwrite existing maps.
It wasn't in any of the manuals because it is brand new.

you can set this to be assummed by setting the GRASS variable OVERWRITE:
g.gisenv set="OVERWRITE=1"
