I just went through this teaching a class on GIS and GRASS, using a room
full of XP boxes. Eventually, the folks at the University of Valencia made a
nice CD that allowed you to double click a compressed file and install,
GRASS, Cygwin, and my version of the demo data set. But that is another
story.

Here is my advice.

First, use the 6.1-cvs version rather than 6.0. There are problems with 6.0
for Cygwin. Even if you get it to run, it is likely to lock up unexpectedly.
These seem to be fixed in the 6.1-cvs-4 version now available. Make sure you
download the grass61.bat file. You'll find it a bit hidden further down  on
the web page. 6.1 won't run with grass60.bat.

Second, the error you describe is most likely due to permission problems.
When my students had this error, inevitably it turned out that they did not
have administrative access to their computer. XP was set up by someone else
in the family or a store that neglected to make them administrators. I don't
know if this is your problem, but it seems a good place to start.

Third, I'll expand on Hamish's advice a bit. Start Cygwin (i.e., start with
the cygwin batch file). From the Cygwin prompt, type

startxwin.bat

OR

startxwin.sh

[You have to press return after each command]

Try the *.bat first as it seems to be most consistently OK.

You'll get an xwindows terminal. At the terminal prompt, type

grass61

This should give you reasonably clear error messages about what is not
working.
