[GRASS5] v.what.vect script added

Hi,

I have added v.what.vect to easily query vector maps by vector
point maps. It's a wrapper around 'v.distance ... dmax=0'.
Note that you need a fresh bugfix to v.distance (from Radim) 
to make it work.
