[GRASS5] v.in.gpsbabel

Hi all.
Thanks to the work of two students, Claudio Porta and Lucio Spano, we now have 
a functional prototype of v.in.gpsbabel. It aims at replicating the functions 
of v.in.garmin, but it should support a much wider variety of hardware (being 
based on gpsbabel: http://www.gpsbabel.org/). It therefore requires gpsbabel, 
but this should not be a limitation, because it is also required by qgis.

Please note the limitation of this version (in the readme file), in particular 
relative to the timestamp of points.
