[GRASS5] v.extrude rc 1

Hallo,

from my point of view, this is the first "almost done" version of
v.extrude.

It would be nice, if someone, who can C and programing would have a look
at the code, so that I know how the things should be done for next time.

It would be also nice, if someone, who knows english, would make a
correction of my description.html/main.c, so that users would
understand, what I wanted to say. 

What do thing, could it be useful?
