[GRASS5] v.in.dxf

Does this require the non-free OpenDWG library? If not. I would strongly 
suggest to include it in the CVS (and possibly backport it to 6.0). AutoCAD 
files conversion is a major issue, and dxf is a reasonable solution for now, 
I think.
