[GRASS5] features needed for 6.2

We need the feature freeze and then series of releases before 6.2.0.
I dont see a big difference between calling them 6.1.x or 6.2.0-rcx,
6.1.x could be released during the last year. We did not release them
so they are already skipped naturally.

Bernhard is expert in GRASS version numbers.
