[GRASS-dev] Vect_build to stderr

Hi.
Vect_build should print to stderr IMO, some modules do, others print
to stdout, it includes following modules:
v.build,v.build.polylines,v.category,v.clean,v.convert,v.digit,v.edit,v.extract,v.extrude,
v.hull,v.in.ascii,v.in.db,v.in.dwg,v.in.sites,v.kcv,v.lrs,v.net,v.net.alloc,v.net.iso,v.net.path,
v.net.salesman,v.net.steiner,v.patch,v.proj,v.transform,v.type

Yes, this bug was introduced by me.
