In the native windows version GRASS _is_ started via a batch file 
(grass63.bat) which currently contains:

set WINGISBASE=\home\mlennert\SRC\GRASS\grass6\dist.i486-pc-linux-gnu
"%WINGISBASE%\etc\init.bat" %*
