Initial Comment:
running v.in.gns to import pl or nl data from GNS i am getting
an error

  ERROR: Length of column 19 (2) is less than maximum value length (3)

this is about LC column described at

  http://earth-info.nga.mil/gns/html/help.htm

above specification says that LC column consists of 3 characters
but v.in.gns defines it as 2 character string.
