[GRASS-dev] QGIS winGRASS blank space problem

This works for TclTk modules--and I think we fixed it throughout the TclTk
gui. However, these are all written as bash shell scripts.

The plan is to move the gui to wxPython, which makes Python a dependency of
GRASS. If Python is installed, bash scripts can be re-written in Python and
should work on all platforms natively.

If anyone wants to try and start testing this, it would be great.
