[GRASS-dev] tcl gui measurement tool

Hi, I added map units to the gis.m measurement tool.
(code taken from profile.tcl)

question: should the numbers be formatted nicer than "%f"? I was
thinking about copying over the new range based formatting rules used
with profile.tcl's axes. I think it is ok as GUI mouse placement is not
an exact tool anyway, so unsignificant digits are in fact insignificant.
